Education
  • Masters
  • Master’s degree in Statistics, Development Studies, Economics, Social Sciences, Public Administration, or a related discipline.
Experience

Additional Requirements
  • Professional Experience
  • • Minimum 5-7 years of progressive experience in Monitoring and Evaluation within the international development or humanitarian sector.
  • • Proven experience working on projects related to education, governance, civic engagement, youth development, or awareness-raising initiatives.
  • • Prior experience managing MEAL components for EU- or USAID-funded projects will be considered an asset.
  • • Demonstrated experience in conducting field monitoring, evaluation studies, data verification, and impact assessments using both qualitative and quantitative methods.
  • • Experience collaborating with government agencies, development partners, and community-based organisations.

  • Technical Skills
  • • Strong understanding of MEAL frameworks, results-based management (RBM), indicator design, and theory of change development.
  • • Proficiency in data analysis and visualisation tools such as SPSS, STATA, Power BI, or similar statistical software.
  • • Skilled in developing and applying data collection tools, methodologies, and digital monitoring systems.
  • • Excellent analytical and report-writing abilities, with the capacity to translate data into actionable insights for programme improvement.
  • • Strong command of qualitative research methods, including KII, FGD, observation, and case study documentation.
  • • Commitment to data integrity, accuracy, and adherence to ethical research and safeguarding standards.

  • • Willingness and ability to undertake regular field visits, including to remote or hard-to-reach areas.
  • • Understanding of MEAL policies, monitoring processes, and reporting standards used by JAAGO Foundation, including internal monitoring tools and field visit protocols.
  • • Familiarity with donor reporting formats, compliance standards, and log frame-based monitoring systems.
  • • Adherence to safeguarding, confidentiality, and organisational ethics.


 


Responsibilities & Context
  • Organization Overview: JAAGO Foundation Trust is a non-profit organization that empowers underprivileged individuals and communities in Bangladesh through education, youth development, women’s empowerment, climate change, governance and poverty alleviation.

  • Key Responsibilities:
  • 1. Strategy and Planning
  • Develop and implement comprehensive MEAL strategies and frameworks aligned with organisational goals and donor requirements.
  • Collaborate with programme teams to design project-specific MEAL plans, indicators, results frameworks, and data collection tools.
  • Ensure MEAL approaches follow JAAGO Foundation’s Monitoring & Evaluation Policy and standard procedures.
  • 2. Monitoring and Evaluation
  • Lead the development, rollout, and maintenance of monitoring systems to track project progress, outputs, outcomes, and quality of implementation.
  • Conduct regular field monitoring visits to verify activities, gather data, and assess progress against targets.
  • Oversee the design and implementation of qualitative and quantitative data collection processes, ensuring data quality, completeness, and reliability.
  • Analyse monitoring and evaluation data to identify trends, gaps, risks, and opportunities for programme improvement.
  • Conduct midline, endline, and periodic evaluations to assess programme impact and effectiveness.
  • Prepare high-quality MEAL reports for internal management, donors, government agencies, and external partners.
  • 3. Accountability and Learning
  • Establish and maintain accountability systems, including feedback and complaint mechanisms for beneficiaries and community members.
  • Ensure beneficiary voices are captured, documented, and used to improve program delivery.
  • Facilitate reflection sessions, learning workshops, and after-action reviews to promote evidence based decision-making.
  • Document lessons learned, best practices, and case studies for organizational learning and donor reporting.
  • 4. Capacity Building
  • Assess capacity-building needs of program and field staff in MEAL-related areas.
  • Provide training, mentoring, and technical assistance on MEAL methodologies, data management, analysis tools, and reporting standards.
  • Support teams in integrating MEAL findings into program design, work plans, and adaptive management.
  • 5. Data Management and Quality Assurance
  • Ensure accurate, timely entry and management of data across MEAL systems, including digital tools and software.
  • Implement data quality assurance (DQA) processes, including validation, verification, and audit mechanisms.
  • Maintain adherence to ethical standards, safeguarding protocols, and confidentiality requirements in all MEAL activities.
  • Work closely with project teams to track inputs, outputs, and outcomes in alignment with JAAGO’s internal monitoring templates.
  • 6. Coordination and Compliance
  • Support compliance with donor MEAL requirements, and other international partners.
  • Coordinate with programme teams, external evaluators, government stakeholders, and implementing partners as required.
  • Contribute to proposal development by providing input on MEAL frameworks, indicators, and theory of change.
  • Ensure MEAL activities follow JAAGO’s Monitoring & Evaluation Manual guidelines across planning, monitoring, evaluation, and reporting stages.
